Pandya was holding additional charge of the post since November, 2013.
Graduated from Saurashtra University, he completed his post-graduation in Structural Engineering from IIT, Delhi. Later, he joined the Central Water Engineering Service in CWC in October, 1977 as Assistant Director.
In a career spanning more than 36 years, he has held various positions in the Department and other organisations under the Ministry of Water Resources like WAPCOS, NWDA and NPCC.
He was elevated to the post of Member (Design and Research) and Ex-officio Additional Secretary to the Government of India in August, 2012.
