The accused has been identified as Deepka alias Katiya.
"Deepak belongs to the notorious Neeraj Bawana gang. It has emerged that it was Deepak who along with other gang members, Pankaj Bawana, Rahul Dabas alias Kala and Ravi alias Monia Pehlwan, carried out the killings in broad daylight," said a senior police official.
The two brothers, identified as Sahab Singh and Kaptan Singh, were shot dead on Saturday over an altercation.
The Neeraj Bawana gang is allegedly involved in extortion and land-grabbing rackets in Outer Delhi and the Bahadurgarh area.
The vehicle which was used by the assailants belonged to Pankaj Bawana, the brother of Neeraj Bawana.
The four goons had fired a dozen bullets at the two brothers from close range on Saturday after their tempo accidentally hit their car.
