The Dharmasala MLA said he had returned a type-I flat number 404 in the Radhakrishna Enclave of Bhubaneswar and had informed the OSHB chairman about it.
The decision to return the second flat came within hours of returning the first one. Balabantray had surrendered one flat at Netaji Subash Enclave in Bhubaneswar to the BDA yesterday.
Balabantray was allotted two flats, one in his name and another in the name of his company under discretionary quota.
