"Saffron party is conspiring to organise Muzaffarnagar and Gujarat-like riots in UP," the Samajwadi Party leader alleged.
"In every district, mischievous activities are being carried out daily to flare up the communal atmosphere," Khan said.
He was chief guest at 'Eid Milan' programme in the city.
The minister also launched a veiled attack on All India Majlis-e-Ittehadul Muslimeen and its chief Asaduddin Owaisi, alleging the party had an understanding with BJP in Maharashtra.
Owaisi is being alleged of doing some "hidden deal" with BJP to divide the Muslim votes in Maharashtra during Assembly elections, he said.
The minister appealed to the Muslims of the state to be aware of such forces.
