Centre readies single window clearance for construction

The Centre will soon come up with a single window clearance facility to accord speedy approval for construction of buildings with a maximum time limit of 60 days, Union Minister Venkaiah Naidu said here today.
He said seven of the Cabinet ministers, including himself, Defence Minister Manohar Parrikar, Consumer Affairs Minister Ram Vilas Paswan and Environment Minister Anil Dave, had met eight times on this subject.
"We will be having a final meeting with the Prime Minister shortly that will ensure ease of approval for construction of buildings," he told reporters on the sidelines of a conference by the Builders Association of India here.
He said the plan is to speed up the process to ensure transparency, avoid delay and corruption.
The government has fixed a timeframe of completing the entire process by 60 days so that approvals are given speedily and middlemen are avoided.
"By the end of this year, we will be coming out with an ease of approval (framework) and fix the timeframe. That is the major issue for builders and even for individual citizens also. We are working on that. It is at an advanced stage," he said.
Earlier, for example, if one were to construct a building in Virudhu Nagar municipality (in Sivakasi), one had to go to Delhi for approvals. "Now, we are trying to see whether the powers can be given to the state government. The state has to take steps... I cannot watch everything from Delhi. Delay, corruption and harassment will be avoided," he said.
To a query on real estate rules and regulations, the minister said the notification was issued for Union Territories and urged state governments to implement the same.
"Only last month, real estate rules and regulations were notified for the Union Territories. I urge state governments to notify the rules," he said.
