"The dialogue offer should no more remain confined to rhetoric as the people cannot afford any further delay in starting a meaningful and result-oriented dialogue to settle issues related to Jammu and Kashmir," state secretary of CPI(M) M Y Tarigami said in a statement here.

He was reacting to Union Home Minister Sushil Kumar Shinde's statement on his willingness to hold dialogue with separatists.

The CPI(M) leader said dialogue process between India and Pakistan would remain inconclusive till the two countries showed statesmanship to resolve the Kashmir issue for peace and prosperity in the region.

He said concrete efforts should be made for rapid development across the LoC.

"Also as a part of confidence building measure, all those prisoners not involved in heinous crimes should be released," he said.

Tarigami said it was unfortunate that there was no forward movement on revocation of Disturbed Areas Act and Armed Forces Special Power Act.

He said the state government had announced a judicial commission into the killings of civilians during last summer unrest. "One year has passed. The government should inform the people that what happened to the inquiry," he said.
