Chzhan Yuntszin is suspected to have raped a 15-year-old girl he adopted and in 2010 molesting his 11-year-old own daughter, China's Ministry of Public Security (MPS) said.
Chinese police arrested the suspect in the city of Nanning, in southwest China's Guangxi Zhuang Autonomous Region after the request from Russia.
The nationality of the suspect was not disclosed.
Chinese and Russian police have strengthened cooperation since last year to fight terrorism, drugs, Internet and cross-border crimes and law enforcement security under the Shanghai Cooperation Organisation, the Ministry said.
It also said Public Security Minister Guo Shengkun visited Russia from April 25-27, deepening the two countries' cooperation in law enforcement and security.
