The 36-year-old Oscar-nominated actor, who previously played the villain in 'Children of Men' and 'Four Brothers', is the top choice for the negative role in the next installment in the Bond series, reported Variety.
No offer has been made yet, and scheduling would still have to be worked out.
Daniel Craig is set to return as Bond, with Ralph Fiennes, Ben Whishaw and Naomie Harris set to return as well.
'Skyfall' helmer Sam Mendes will return as the director of the film.
The production is expected to start in summer in order to meet the movie's release date of November 6, 2015.
Ejiofor is currently filming 'Z for Zachariah' with Chris Pine and Margot Robbie.
