"Youth Congress workers were lathicharged by police while they were heading peacefully towards the Vidhan Sabha to submit their memorandum on law and order situation," former party state president and MLA Rita Bahuguna Joshi told reporters here.
Joshi alleged that dozens of Congress workers were injured in the police action.
"Police did not kept the dignity of two party MLAs who were present on the spot," she said, while demanding the suspension of the two circle officers present at the time of incident.
