Addressing a huge rally in Bilha constituency of Bilaspur district of Chhattisgarh today, Modi said, "Congress believes in curtailing growth whereas BJP gained its identity believing in increasing the growth."
Bilha is currently represented by Assembly Speaker Dharamalal Kaushik who is contesting this time against Siyaram Kaushik of Congress from the seat.
Modi claimed that "pro-incumbency factor" will help the saffron party to retain power for third time in the state.
"It is clear that it is not an anti-incumbency but a pro-incumbency election for BJP," Modi said.
"Congress is not letting go of the vote bank politics but voters of 21st century are more aware and intelligent. Only the development will make the country free of vote bank politics," he said.
