DDC accuses senior bureaucrat of delaying flyover construction

The Dialogue and Development Commission (DDC) has accused a senior bureaucrat of delaying the ongoing construction of phase III of the Barapullah flyover.
The DDC, whose chairman is Chief Minister Arvind Kejriwal, has submitted a report in connection with the delay in executing the project.
However, sources in the PWD said that non-availability of land at the time of the commissioning of its construction was a "moot-point".
The construction began in 2015 when PWD Secretary Ashwani Kumar was not a part of the department.
"The Barapullah Elevated Road Project was taken up as it is important for providing connectivity in a high-congestion zone... However, its implementation was stalled because a section comprising 8.5 acres was found to be owned by private individuals... This land acquisition has stalled the entire project for over a year," the report stated.

In June this year, Kejriwal had also sought action against Kumar over desilting of drains.

In the past, the AAP government and bureaucracy have been at loggerheads on a range of issues.
Earlier this month, the AAP government had accused Chief Secretary M M Kutty of refusing to comply with the CM's order to examine issues related to the recent metro fare hike and alleged that he was doing so at the BJP's behest.
In December 2015, Delhi government bureaucrats had gone on mass leave to protest against the suspension of two Delhi, Andaman and Nicobar Islands Civil Service (DANICS) cadre officers.
