Deemed Conveyance issue: MP Shetty warns errant officers

Taking a strong note of complaints pouring in against stamp and revenue officials over allotment of Deemed Conveyance to housing societies here, North Mumbai MP Gopal Shetty today warned errant officers to mend their ways or face massive protests.
"I have come across that now government is being run by two sorts of people. One by elected representatives and second by officers having other motives," Shetty said.
Shetty was reacting to Deemed Conveyance grievances resulting from alleged "authoritative" attitude of officials.
"What I have come to know that few officers are fleecing money upto Rs one lakh to grant Deemed Conveyance to applicant societies. If they do not mend their ways, I will personally take up this issue with the state government, followed by protests and dharnas," he said.

Earlier, Shetty, along with Ramesh Prabhu, Chairman of Maharashtra Societies Welfare Association (MSWA) gave a 48-hour ultimatum on July 1 to resolve the matter of Deemed Conveyance to Collector of Stamps, Andheri taluka and also spoke to Shrikant Singh, Principal Secretary of Housing Department, Govt of Maharashtra in this regard.
"I have discussed this issue with Dr M Ramaswamy, Inspector General of Registration and other top officials of the Revenue department," the MP said.

Prabhu, who has launched a state-wide agitation against the apathy of stamp and revenue officials said, the G.R dated 25.2.2011 states the applicant needs to submit as many as 12 documents to procure the deemed conveyance.

"But after the Campa Cola incident, these officials are demanding 25 documents to get Deemed Conveyance from applicant societies," Prabhu said, adding, "High Court also ordered that Deemed Conveyance cannot be stopped for want of building completion certificate".
M Ramaswamy, however, refuted Prabhu's allegations and said, "We don't want another Campa Cola, so we have forwarded our submissions to the Housing department."
"Once the Housing department gives us the guidelines, we would work accordingly," added Ramaswamy.
Grant of Deemed Conveyance arms housing societies with title rights to the land on which the building is developed.
