The vans were flagged off by Congress General Secretary P C Chacko along with Delhi Pradesh Congress Committee Chief Arvinder Singh Lovely.
Congress will release its manifesto tomorrow.
"Other two parties are spending hundreds of crore on their campaign and advertising. Our expenditure is even not one per cent of that," Chako, Congress General Secretary and in-charge of Delhi, said.
He said Congress had done "amazing work" in the national capital in last 15 years and in coming days it will reach out to the people.
He said these 40 vans with led screens will move around all the 70 constituencies in the national capital and spread the party's message.
