Dhumal requested President Pranab Mukherjee to take serious notice of the scams and the movement of Chinese troops into Indian territory during the UPA tenure.
"It is a issue of concern that Chinese troops have moved 19 kms into the Indian territory, but there has been no proper reaction," he said.
The Lok Sabha should be dissolved to pave way for fresh polls, Dhumal added.
Addressing a series of meetings during his jan-jagran campaign in different parts of Hamirpur, he said "the recent railway scam had once again proved that Congress was surrounded by corrupt elements.
