The individuals were discovered hiding late Thursday in a house in the town of Ecatepec, prosecutors said in a statement yesterday.
Two of those detained were from El Salvador. Eleven were from Honduras, including five women.
Six Mexicans were also taken into custody officials said, without specifying the charges against them.
More than 140,000 people cross into Mexico illegally every year in an attempt to reach the United States.
On their way to the US border, many become victims of extortion, and are kidnapped or even murdered by Mexican organized crime groups.
