Manish Gaur was shot at from a close range by the miscreants while he was walking near his house in ADA colony, they said.
The miscreants managed to flee from the spot, police said.
Gaur was rushed to a private nursing home where his condition was stated to be serious.
Deputy Inspector General of Police Govind Agarwal said at least two attackers have been identified.
