They were arrested with a stake money of Rs 1,93,600 from the marble market area of Channi Himat in the heart of Jammu city last evening, police said.
The four have been identified as Rakesh Kumar, Vishal Gupta, Naresh Gupta, and Sanjay Gupta.
A case under the Gambling Act has been registered at Channi Himat Police Station and further investigations are on.
