The building was under construction for the past one month and the owners were escaping from completing the legal formalities for registration, Labour Inspector of Loni area Jai Singh said today.
Factories are required to be registered within three months of commencement of construction work, he said.
Even the building contractor was not registered with the labour department.
Singh said a report will be forwarded to the Deputy Labour Commissioner for initiating legal formalities for disbursing compensation to the kin of the deceased -- who was identified as Pramod, a resident of Katihar district in Bihar -- and those injured.
A junior official of UPSIDC said that the site-plan map of the building was not sanctioned by the authority.
The total area of the allotted plot is 10,000 square metres. As per UPSIDC rules, the map for construction above 1,000 sq metres has to be approved by the Kanpur head office of UPSIDC.
Ghaziabad District Magistrate Vimal Kumar Sharma said National Disaster Response Force (NDRF) teams have completed the rescue operation.
An FIR has been lodged at Tronika City (Loni) police station against factory owner Chunne Khan, construction supervisor Izrael and labour contractor Zafaruddin under Section 304A (causing death by negligence) of the IPC, Sharma said.
