He also took a jibe at BJP, saying the party which "rides on false promises" has been unable to find a chief ministerial candidate.
"Both the parties neither have any policy nor good intention," the two-time chief minister told a series of public meetings in Ambala Cantt, Saha and Panipat among other places.
On the other hand, he said, Congress has worked for welfare and development of all categories of people in the last ten years and for this to continue in the coming years "you should take a pledge to form Congress government in the state for the third time".
Taking a dig at the INLD President, Hooda said, "When Jayalalitha had to bow before the law, how can Chautala serving a jail term become the Chief Minister?"
"But, if Chautala wants he can form an assembly of prisoners in the jail, make prisoners cabinet ministers and himself become the chief minister of prisoners," he said.
Lambasting the Modi government, Hooda said BJP has not declared any chief ministerial candidate.
"A halo was created around a single person by BJP. Promises were made to the people that petrol, diesel, milk, sugar and everything else would become cheaper when the party comes to power after the Lok Sabha polls. But you are very well aware what happened when it came to power," he said.
"If Haryana is at number eighth position in terms of per capita income, then Modi should spell out names of the states which are ranked number one to seven and are more developed than Haryana," Deepinder said at an election rally at Sivani Mandi.
