The Winter session of the Goa Legislative Assembly began here today.
Governor Mridula Sinha was delivering her ceremonial speech on the beginning of the new year, when Pacheco walked out without saying a word.
Earlier, the former minister refused to stand up when the Governor arrived in the House.
"Why should I respect the Governor when she is not respecting elected representatives?" Pacheco told PTI after the incident.
"She should have either signed the resolution or rejected it. She just kept it on hold and she has not decided on it till now," the legislator, who was released from jail on October 12, 2015, said.
Pacheco was convicted in April, 2015 for the act, following which the state Cabinet had passed the resolution on July 30 to grant him parole.
