"People have realised that Congress party which has learnt from its old mistakes is ready make a new beginning. That beginning is for power to people and power for people's welfare," the Congress chief spokesperson told reporters here.
He said the new start being effected by the Congress reflects in its move to field 27 fresh faces in the elections.
He said the ruling government is a story ofthe broken promises and shattered dreams.
"Changing stands and shifting goal posts have become the hallmark of Manohar Parrikar (Defence Minister and ex-Goa CM) as well as Laxmikant Parsekar (incumbent CM)," he alleged.
Taking a dig at Parrikar, whose name is believed to be in reckoning as chief ministerial candidate of BJP, Surjewala said, "Simple questions to be asked are can you rule Goa as an island whereyou rule from Delhi through puppets? Can Parrikar stay as Defence Minister yet continue to lord over Goa.
Surjewala also attacked the BJP on a range of issues of governance.
"Shifting stands and changing loyalties both on the issues of corruption, on the issue of mining restructuring programme, generation of employment, shifting of casinos from Mandovi river, protecting Goan culture and heritage has also become a hallmark of BJP (sic)," Surjewala said.
The erstwhile ruling party is contesting on 37 seats out of total 40.
In 2012, the BJP under Parrikar had defeated the Congress in keenly contested elections.
