The facility will initially be implemented in the transport department on pilot basis from this month onwards.
Apart from this, the transport department has signed a Memorandum of Understanding (MoU) with the department of post for delivery of documents issued by it to the people from May 1 onwards.
This was disclosed in a session Chief Minister Manohar Lal Khattar had with his 'good governance associates' and administrative secretaries here.
It was informed that people presently have to swipe their cards several times to make payment for fees and other charges under different heads.
The chief minister directed the officers of State Bank of India, which is providing PoS devices and digital payment services to the Haryana government under an agreement, to ensure that proper receipts are generated so that customers may easily maintain their records.
It was informed that dual screens have been installed at facilitation desks in all Regional Transport Authority (RTA) offices for RTA services, and token system has been introduced to facilitate the applicants.
These include issuance of learners' driving license, permanent transport driving license, renewal of driving license, duplicate license, endorsement of new class in driving license, grant of fitness certificate, registration of new motor vehicle and others.
Number of steps and time taken to deliver these services have reduced and single window system has been introduced under this system.
The middlemen may no longer charge exorbitant amounts from the applicants in lieu of providing assistance with the process, a government press release said.
To tackle the issue of overloading of vehicles, a proposal to purchase static weighing systems has been sent for approval. The Chief Minister directed the officers to conduct assessment study of weighing systems already implemented in Gujarat, and the systems being operated by the NHAI.
The Chief Minister also directed the police officers to undertake modernization of police stations on war footing and turn them into 'Swagat Kendras' with all amenities to facilitate the people.
He directed to prepare online database of all citizens in the state within six months so that all details are available at one place and there is no need for physical verification for issuing certificates.
He also directed to take strict action against those who issue wrong certificates.
It was informed in the meeting that 1,34,776 grievances have been received on CM window between January, 2016 and March, 2017, of which 1,09,127 have been disposed, with disposal rate of 81 per cent.
Lauding the efforts being made to improve disposal of complaints received on CM Window, the Chief Minister directed that in case complaints are received regarding offences such as encroachment, wherein a particular person may be targeted due to any reason, the department concerned should examine similar reported or unreported offences and take equal action against all defaulters.
He also directed to ensure that the process for 'change of land use' was being carried out only in online mode in the districts to curb corruption and bring in transparency.
It was informed that a workshop on 'ease of doing business' would soon be organised for 14 departments and Deputy Commissioners.
