'Halqa' incharge surfaces on invitation card; Badal clarifies

Chief Minister Parkash Singh Badal today reiterated in the Punjab Assembly that there is no such post of 'Halqa' (area) incharge in SAD's constitution after the designation surfaced on a martyrs' day invitation card yesterday.
The Opposition Congress party MLA Randeep Singh Nabha today raised the issue during the Zero Hour saying the CM had last week said that there were no 'Halqa' incharges in the SAD.
However, he noted that an invitation card issued by the Ferozepur District Administration for the Martyrs Day function at Hussainiwala yesterday was found addressed to 'the Halqa' Incharge' and asked CM to clarify on the issue.
Another Congress member tried to raise the matter, but Speaker Charanjit Singh Atwal disallowed him saying, "As per rules I cannot compel the government to reply (to the issue raised by another member)."
As Congress members went into sloganeering, which the Chair disallowed, the Chief Minister stood to clarify.
There was no provision for the post of 'Halqa incharge' (Constituency incharge) in the SAD constitution, Badal said, adding he would seek an explanation from Ferozepur Deputy Commissioner as to how the name surfaced on the invitation card.
Badal made the reiteration in the Assembly today by saying "I again announce with the consent of our party President Sukhbir Badal (who was also present in the House) that in our party's constitution there is no provision for Halqa incharge."
As Congress members protested, the Speaker said that whatever was being said by them would not go on record.
