President Mukerjee is the "visitor" of the university and the appointing authority.
Qamar has already informed the President about his new appointment and also sent a formal request to him through the Human Resource Development (HRD) Ministry to relieve him to join the new assignment.
The five-year tenure of Qamar, who is the first vice chancellor of the recently established central university was to expire in January 2015.
