Suhail Majeed Bhat of Noorpora and Gulzar Ahmad Dar of Nagbal were arrested after "painstaking efforts" following the grenade attack in Tral bus stand that claimed four lives and injured 23 on December 5 last year, a police spokesman said.
He said the duo were part of a joint module of Hizbul Mujahideen and JEM, and involved in timber smuggling, kidnapping and various militancy related cases in Awantipora and Tral areas of Pulwama district.
"The duo were also planning to attack soft targets like guards and snatch weapons for which they were doing reconnaissance," the spokesman said.
