JCILPS to urge Manipur Govt for state population commission

The Joint Committee on Implementation of Inner Line Permit System (JCILPS) in Manipur today reaffirmed its stand to urge the government for introduction of a bill to safeguard the indigenous population.
A public convention was convened today by the JCILPS in the Manipur Dramatic Union hall here with Kh Ratan, convener in-charge of JCILPS chairing the meeting, which was attended by a large number of people including members of various voluntary organisations and representatives of women organisations.
The meeting reaffirmed to stick to the five point demands, which include a permit or pass for migrants as regards their purpose, a cut-off base year of 1951 to check the demographic influx, no land ownership rights to all non-indigenous people, a full-fledged labour department to regulate inter-state migrant labourers and detection and deportation of illegal migrants or other non-indigenous people.
The meeting also decided that when the draft bill would be finalised, the government should include representatives of the JCILPS and that the committee would urge the government to institute a State Population Commission or an expert committee to study the sudden rise in population and produce a White Paper on it.
Ratan told reporters after the meeting that the next round of talks with the state government scheduled for today was called off and the resolutions adopted in the meeting would be handed over to the government.
