Launching the probe, Justice (retd) R C Gandhi met senior officials at the Tourist Reception Centre in the town, an official said.
Former Kishtwar Deputy Commissioner Saleem Mohd and ex-SSP (Kishtwar) Sunil Gupta also deposed before the Commission.
Saleem and Gupta were shifted in the wake of violence in Kishtwar in which three persons were killed, 20 injured and some 150 business establishments and vehicles gutted.
On August 23, the Jammu and Kashmir government ordered a probe into the violence which erupted on August nine by a retired judge of the High Court.
Over 35 people were arrested and Kishtwar MLA Sajjad Kitchloo had to resign from the post of minister of State for Home in the aftermath of the violence.
