KSCCR orders for SPP on child harassment and murder case

: Kerala State Commission for Child Rights today directed the Additional Chief Secretary,the state Home Department, to take necessary action to appoint a senior lawyer as Senior Public Prosecutor (SPP) to proceed with the harassment and murder case of a girl child by her parents in 2013.
All further proceedings should be attended by thenew SPP, a division bench of the Commission, comprising its Chairperson Shobha Kosy and member K Naseer, said.
The bench which gave its ruling on a petition by the child'suncle Sreejith Namboothiri, also made it clear that a person who hasa fair knowledge in criminal laws and criminal cases should be appointed under Section 24(8) of the Criminal Procedure Code, a release from the commission said.
The ACS should also take steps to appeal against the verdict given by the Kozhikode First Class Additional District Court (special court for children), it said.
Kozhikode City Police Chief, Nadakkavu Police Inspector, Kozhikode Publice Prosecutor and Kozhikode Medical College Forensic Chief should file their replies before the Commission within10 days ovee objections by the petitioner,it said.
The Court had on November 4, 2016 awarded three years imprisonment to Subramanyan Namboothiri and Devika, first and second accused in the murder of Aditi S Namboothiri (aged 6).
A fine of Rs one lakh was also imposed by the court on Subramanyan Namboothiri, father of the deceased and a priest inBilathikulam Siva temple.
The girl was allegedly beaten and burnt to death by Subramanyan Namboothiri and step-mother Devika at Bilathikulam in Kozhikode on April 30, 2013.
She was admitted to hospital with bruises and burn injuries on April 29.
The post-mortem report had revealed that the girl was subjected to mental and physical torture several times earlier and the injury causedon the pelvic region had led to her death on the fatal day.
