The Maldivian Foreign Ministry described the 67-year-old minister's condition as "very critical" at Singapore's Mount Elizabeth.
A Ministry spokesman said Samad had originally travelled to Singapore for medical purposes.
The purpose of Samad's trip was to undergo kidney dialysis, Minivan newspaper reported today.
It has also been reported that Samad underwent heart bypass surgery 15 years ago.
The minister has served in numerous roles for both the Maldives Health Ministry and the World Health Organisation (WHO).
