Razzaq suffered a severe hamstring injury during training on Sunday, while Malik was said to have aggravated a hand injury.
"While Razzaq has aggravated a hamstring strain he picked up in the match against South Africa last week in Dubai, Malik has a injured finger which has not healed as expected," a Pakistan Cricket Board statement said.
The team management has not asked for any replacements for the two unfit players.
Pakistan's tour comprises of two T20 internationals followed by three ODIs.
"The tour selection committee and management will decide whether they want to draft Misbah into the side for the two T20 matches," the official added.
The Test and ODI skipper's last international T20 game was against England at Abu Dhabi in February, 2012. Misbah was axed as captain, and was replaced by Mohammad Hafeez.
He led his home side Faisalabad in domestic T20 competitions and did well with the bat.
His team won the national T20 title and also represented the country in the Champions League qualifiers in India with Misbah scoring 93 in their last match.
"I am not there but it could be there was some disagreement Malik and Razzaq had with team management and decided to return home," Bakht said.
