Ram Samujh was going on his bicycle alongwith Ram Kumar when the car, on its way to Lucknow from Faizabad, hit them from the rear side last night, police said.
While Ram Samujh died on the spot, Kumar landed on top of the car due to the impact and fell down about three kms ahead at the Ram Sanehi Ghat toll plaza even as the four wheeler sped away.
Those on highway patrol duty rushed the injured to the district hospital, police said.
Government officials of the rank of IAS, IPS and other civil services are eligible for official cars bearing blue beacons.
