The accused Shahnawaz used a spoon he had sharpened to slit the throat of Sukha around 4 AM, SP Sanjay Singh said.
The District Magistrate rushed to the spot and the body has been sent for post mortem, he added.
The murder weapon was kept in another cell, police said.
Investigation is on to ascertain the reason behind the murder.
Sukha was jailed for two years and Shahnawaz, a member of the Vicky Tyagi gang, was jailed in connection with a double murder case in Muzaffarnagar.
