He said this while inaugurating the 110th birth anniversary celebrations of Shankar and an exhibition of his cartoons at the Kanakakkunnu palace here.
Shankar's cartoons which appeared in the 'Hindustan Times' had inspired the freedom movement even before he started the Shankar's Weekly in 1948, Mani said.
Shankar proved that cartoons were more potent than the pen. He drew more than 1,500 cartoons on first Prime Minister Jawaharlal Nehru, who had told him "don't spare me," the minister said.
Great politicians had never showed intolerance towards cartoons which criticised them, he said.
The exhibition is being organised jointly by Information and Public Relations Department and the Kerala Cartoon Academy.
