Commission member Chandramukhi Devi said today the alleged incident took place at Rajvanshi Nagar here on June 14 and came to light yesterday in a news report.
The commission took suo moto cognisance of the report and she herself took down the victim's statement yesterday, Chandramukhi Devi said.
Director General of Police Abhayanand was informed of it and the FIR was registered by the commission in the women police station here yesterday.
Bihar police have started investigation into it, city superintendent of police Jayant Kant said adding a case under sections of Indian Penal Code and Information Technology Act were lodged with the women police station.
