The Governor would address the session on the first day, the officials said, adding the detailed programme would be chalked out at the meeting of the Business Advisory Committee (BAC) chaired by Speaker Hiphei, scheduled to he held on Monday next.
Meanwhile, Finance Minister Lalsawta told PTI that he intended to present a regular state annual budget for 2016-17 even as the plan size was yet to be known.
He was forced to seek vote-on-account for two times during the current fiscal covering more than half-a-year due to absence of plan fund allocation and also absence of clarity on the sharing pattern of fund between the Centre and the state on centrally sponsored schemes, the minister said.
