The Arjun awardee and Padam Shree former hockey player also demanded audit of funds allotted to the sports authorities.
"Sports budget in our country is less than one per cent while in China it is 10 to 15 per cent. India must enhance its sports budget to the tunes of China. Due to this reason talented players are not coming out," Singh told reporters.
He had won gold medal in Olympics when the country was under British dominion, he added.
On the youths of Punjab, he said that a large number of them have become drug addicts and physically unfit so they are unable to join the Army.
"Youths must socialise so that adopt the right path for their betterment," he said.
The Congress MLA said that his party does not believe in "dirty politics" of religion and caste, and asked the other political parties to leave such politics for the betterment of the country.
