Addressing a press conference here, the state PWD minister also sought the arrest of BJP's Azamgarh candidate Ramakant Yadav, saying he could "eliminate anyone" to win the polls.
Without taking the name of any party, Shivpal said that people using vehicles which had Gujarat registration numbers were distributing money to voters in Azamgarh.
He also gave the numbers of the vehicles from Gujarat which he alleged were being used to distribute the money to voters.
Demanding the arrest of BJP candidate from Azamgarh, Ramakant Yadav, Shivpal released a list of 41 criminal cases lodged against him in different police stations.
SP supremo Mulayam Singh Yadav is also contesting from Azamgarh which goes to polls on May 12.
