The police said that the girl was stopped this morning when she was going on a bicycle to take tuition from her teacher at Bally town.
Arindam Makhal, who stopped and molested her on the road, was arrested, police said.
The girl raised an alarm after Makhal taunted and molested her and the locals caught him on the spot. He was later handed over to the police, sources said.
The youth later confessed to the police that his friend had placed a bet with him that Makhal would get money if he could taunt the swimmer girl and molest her, police said.
