"The Censor Board clears films for screening. It should be mindful of the subject matter of films while doing so," Cheema told PTI on the sidelines of a function organised by the Hind Samachar Group.
"Any film which portrays terrorists as heroes should not be given clearance," he added.
The comments came in the context of the recent controversy over the film, 'Kaum De Heere', dealing with the assassination of Indira Gandhi. Another movie, 'Sukha Zinda', is coming up based on the life of the killers of General AS Vaidya, under whom Indian Army carried out Operation Blue Star to flush out militants from the Golden Temple complex in Amritsar.
