The incident took place in Lady Hardinge Hospital staff quarters at around 10 PM in which the deceased, Kailash, was shot dead on the spot, they said.
The deceased's father Subhash, 54, was seriously injured and is undergoing treatment.
According to a senior police official, the father-son duo were not in cordial relations with their neighbour Balkrishna and his son Manoj.
"Tonight, Balkrishna and Manoj along with some others came to Subhash's house and entered into an argument. Following this, they opened fire and Kailash died on the spot. Subhash suffered grievous injuries," the official said.
