"Pakistan team will be allowed to visit India only after assurance of foolproof security," Interior Minister Nisar Ali Khan said in a statement.
"Provision of foolproof security is not only responsibility of the Indian government but also that of the ICC," Khan said.
Khan's statement came after it was reported that local authorities refused to provide foolproof security to Pakistan team during its planned match with India.
He said he would consult Pakistan Cricket Board chairman and send a report to the Prime Minister Nawaz Sharif for final decision.
