"Every party has its own way of looking into an issue," Kumar, a senior JD(U) leader told reporters after the weekly 'Janata Ke Darbar mein Mukhyamantri' programme at his residence here.
He also disagreed with Congress General Secretary Digvijay Singh's comments on judicial activism in the wake of the Supreme Court's strong observations on Coalgate and the government vetting the CBI report on the scam.
"Courts have been monitoring investigation of scams in the past too. There is nothing unusual in this," he said.
Asked whether he felt that the Railway ministry was witnessing frequent change of ministers, Kumar, who served as railway minister in the NDA government of Atal Bihari Vajpayee, said "It is true that Railways is witnessing instability in UPA II."
Asked to comment on the introduction of the Food Security Bill in Parliament, the chief minister said he was in favour of it but expressed concern over its present form.
"It would have been better if discussions took place before tabling of the bill ... We have said that the Centre should bear the entire additional cost that will come in with the implementation of the Food Bill as states have little resource.
