They said the nurses were charged Rs 2.5 lakh each for the promised jobs in Brunei.
The Crime Branch has launched a probe in the matter.
In August last year, a nurse, working at a reputed hospital in Gurgaon, met three men who claimed that they work as placement agents.
She later on took three of her co-workers to meet the three men at a Green Park guesthouse. The nurses were asked to pay Rs 2.5 lakh each for the formalities.
In October, they brought 18 more nurses to meet the accused and they were also made to undergo the same formalities, police said.
Four of the nurses were sent to Brunei from the Cochin Airport. However, when they reached at the airport in Brunei, they found that there was no one to receive them, they added.
When they reached the hospital, they were told that there were no vacancies there.
Somehow, the nurses returned to India and made efforts to contact the accused but they remained incommunicado.
Following this, they filed a complaint with the Crime Branch.
Police have begun investigating the matter and it is suspected that more nurses might have been duped in a similar manner, police said.
