The PIL said Muniyappa, Union Minister of State for Micro, Medium and Small Scale Enterprises, was elected to the Lok Sabha continuously from Kolar (reserved) constituency in Karnataka right from 1999 to 2009.

The petitioner, advocate D V Chandrashekara Reddy, stated that based on electronic media reports during July 2011 he found that Muniyappa along with many other persons had amassed huge amounts of wealth disproportionate to know sources of income.

"It is also learnt from reliable sources that Muniyappa and many others have been beneficiaries of "G" category sites", the petitioner stated. He had filed applications under the RTI Act to obtain details of illegal allotments made to several persons who are elected representatives and had sufficient material in this regard.

The petitioner alleged that Bangalore Development Authority had allotted sites bearing No 566, 567 measuring 60 ft x 80 ft in Katriguppe, Banashankari Stage 3, under "G" Category to Muniyappa on July 22, 2002, while he was a Lok Sabha MP.

He claimed that the present market value of the site which was allotted to Muniyappa was over Rs two crore and it was allotted at subsidised rates for Rs 7,51,825 though the market value of the site at the time of allotment was Rs 24 lakh.

The petitioner claimed that BDA had allotted the site to Muniyappa,"just on the basis of an affidavit submitted by him that neither he nor his wife nor children nor any one of his family members, possess or have or own a site or a house within the limits of Bangalore Development Authority or any other authorities (Bangalore Metropolitan Region)" and that he had also furnished a false address to get the site allotted.
