The body of Kishor Shirodkar, attached to the India Reserve Battalion (IRB) of the Goa police, was found in an open space at Porvorim, he said.
"We are not ruling out murder in this case. But we can't conclude anything till investigation is completed," the police official said.
Shirodkar's scooter was found lying near his body, he said.
