Posco & IT Act against four arrested for thrashing boy: Police

Police today slapped charges under POCSO and IT Acts on the four persons who were arrested for allegedly thrashing a 17-year-old boy, striping him naked, forcing him to sit over a beer bottle and later circulating a video clip of the incident among locals in southwest Delhi's Inderpuri area.
The police said that the incident took place on Monday at the premises of one of the accused, Shankar, who has been arrested.
The same premises used to be the office of a local functionary of a national political party in the area, locals alleged.
One of the accused, Sunny Rana, who is absconding, is the cousin of a person believed to be close to a councillor in the area.
The 17-year-old boy was today taken for medico-legal counselling once again but the report suggested "no fresh external injury", DCP (southwest) Surender Kumar said.
The case was registered yesterday -- initially under charges of criminal assault and wrongful confinement, police said. However, the FIR was registered hours after the complainant's family approached the police and showed them the video clip, they alleged.
The boy was taken for an MLC yesterday and the report suggested no sexual assault. The veracity of the video is being
examined to check whether Section 377 of IPC can be included in the case.
The incident took place on Monday, when a group of five caught the teenager sitting on a scooter parked on the road and took him alone with them alleging that he was trying to steal the vehicle.
They allegedly took him to a room and thrashed the boy where they also allegedly striped him naked and forced him to sit on a beer bottle.
They also allegedly video recorded the incident and circulated it in the locality. The victim's family came to know about the matter only when they came across the video clip and confronted the relatives of the accused.
They later went to the police station to report the matter. Meanwhile, the boy, who had to return home in a nude state after the accused did not return his clothes, tried to commit suicide, his relatives claimed.
The four accused arrested so far in connection with the matter has been identified as Shankar, Sumit, Aman and Raju.
Police said that the matter is being probed from all angles and strict action will be taken against the perpetrators.
