"The officer has been instructed to reply within 21 days and has to inform in writing whether he accepts all or some of the charges", an official spokesman said here.
Jaspal, a former Principal Secretary, Transport Punjab, has been issued charge sheet on ground of various imputations, he said.
During his tenure, computers and cameras were purchased at a total cost of Rs 5,39,793 from the account of Road Safety Council. These items were neither returned nor were the money deposited in the Council, he said.
Similarly, the officer issued items worth Rs 1,99,373 from the account of Punjab Roadways Online Bus Tickets Booking (PUNBUS) as per the statement of imputations, the spokesman said.
A cheque amounting to Rs 71,478 was deposited in the account of PUNBUS, but the remaining amount of Rs 1,27,895 was neither deposited nor were the items returned.
Charges have also been framed on the imputation that he was issued items worth Rs 2,60,524 from the account of Managing Director PRTC, Patiala, he said.
Jaspal, who was unavailable for comment, had retired in December, 2011.
