Question mark over SAI's transfer policy for top posts

The policy employed by Sports Authority of India (SAI) regarding the transfer and promotion of its top officials has come under scanner as a section in the institution feel that different set of rules has been applied for different set of people.
Last month, when a major reshuffle took place in the organization, it led to strong voice of dissent among a section of officials.
SAI DG Jiji Thomson had stated that according to Central Vigilance Commission (CVC) directives a person should not hold a key administrative position for a period of more than three years.
But it looks like Thomson forgot to follow the CVC guidelines when promoting R R Bharti from Assistant Director to Deputy Director, Housekeeping at SAI's Delhi headquarters.
What raised eyebrows was the fact that Bharti, whose promotion order came this week from DG office, has been working in the Housekeeping section for the last 25 years without being shifted to any other department.
"Bharti has been taking care of the Housekeeping as assistant director for the donkey's years. Now he has been promoted as Deputy Director in the same division. Where is the CVC directive?," an official who is in the know of things questioned.
When contacted, Thomson said that the earlier reshuffle was done purely on the administrative ground while informing that another round of transfers is expected soon.
"Some of the previous transfers were long overdue and in some cases, the office-bearers were rewarded for their work. It was purely done on administrative ground. Another round of transfers are in the offing and you will see current set of people either being shifted out or promoted to key positions," Thomson told PTI.
