The arrests were made on April 29 after the raid was carried out by Social Branch of Mumbai police at a parlour at Satguru Sadan in Masjid Bunder Station Road, they said.
The arrested accused including conductors, waiters and customers would be produced in a local court tomorrow, said S Kavlekar, senior police inspector of Pydhonie police station, to which the case was transferred.
Our unit had received a tip-off and acted swiftly on the information following which Rs 3,000 cash, 22 hookah pots etc were seized from the spot, said an officer from Social Service branch.
Police also claimed that hukka was being served when the raid was conducted and most of the customers who have been arrested belong to affluent families.
