Railways to introduce Key Result Area concept

Indian Railways is bringing in 'Key Result Area' concept to evaluate performance of its staff and officers, Railway Minister Suresh Prabhu said here today.
"We are creating Key Result Area for every position in order to inculcate accountability along with powers," Prabhu said at a function here.
Key Result Area is defined as something for which a person is completely responsible and on which individual performance is measured.
The minister said Indian Railways, the largest employer in the country, would evaluate performance of its staff and officers by introducing this concept.
"Earlier, all powers used to be centred at Delhi and every decision was taken from there but now we have decentralised powers and decision-making is done at the local level," he said.
"Previously GMs (general managers of zonal railways) used to chase Railway Board for money but now the Board is chasing the GMs to spend money and complete projects," Prabhu said.
He said the Railways has raised resources and large amount of money have been infused.
Railways was also in the process of bringing in Engineering, Procurement and Construction (EPC) form of contracting agreement for awarding railway project contracts.
"Introduction of this system will substantially bring down project costs, thus benefitting the Railways," the minister said.
